How can I make low poly props look like this?

2d planes with textures on them
or
basic poly modelling with simple textures (3d route)

It's for a game so it would have to be the second option.
Now, how can I get textures if I can't draw? Armorpaint?

For textures as simple as that, you don’t even need anything more complex than MS Paint.

splice white or asian genes into your cell nuclei

Not really. It was a slight exaggeration, but everything's mostly flat colours and straight/wobbly lines. The backgrounds are a tiny bit more complicated since you can see stuff like gradients, a bit of noise, and painterly effects. I haven't actually used ArmorPaint so maybe it is better for your project than I think, but personally if I were to attempt to recreate that style then I'd just use something like Krita.

I just tried that and well, it looks like shit
Flat colors and freestyle lines might not be the best combination. I might be able to get better lines if my tablet worked but mouse? No way.
What else could I try? Mind helping me out with some guidance if I post the project's reference chart?

you can just rely on basic shaders and a few well placed texture planes on the face for expressions

Yeah, character models be done like that.
Unwrap though
