Blender's smooth weight tools are objectively worse than Maya's though. Also you can't volume smooth without a paid addon unlike Maya (I wouldn't expect blendlets to understand why this is important). Just dogshit all around.

there's addons for that that fix it pretty much completely
voxel heat defuse skinning, and surface heat diffuse skinning take care of almost everything

rigging isnt linear blend skinning anymore. It looks unrealistic, plain and simple. You want to use vellum or vellum-like.

In maya yes there’s a tool. On other software besides Blender, you can smooth out weighed areas. It’s blender that still doesn’t offer such simple tool.

Click the little ">" on the last operation options or press f6 after clicking weights->smooth, you can choose "all vertex groups" there.

I haven't done a lot lately but I'm trying to perfect the art of panties stuck in ass crack. It's difficult because two separate simulations in Blender update each other only at the end of a whole frame.

That’s because you’re not trying. There’s no easy way out. Simulation and plugins aren’t going to solve anything. You have to keyframe it manually like ancient times.
