Do you have to make the model from scratch for portfolios? If not can I use kitbashed game assets?

As long as you're honest about what is done by you, and your abilities, and those assets you used are legal to use in that way, then sure. This will of course lower your chance of getting hired, since you're basically a hack.
But if you get a job thanks to a kitbashed model, and you're not honest about that, what are you going to do when the studio asks for something you can't kitbash? Be it due to a lack of skill, or resources, since you're limited to only what is free to use, when working on a commercial product, and can't just rip someone else's work without permission.

Those Indians get paid a fraction of what a westerner is paid, so they get away with shit you won't as easily. You too can get hired, if you're willing to work for a 100$ monthly wage.

If the job's about kitbashing, (say, environment artist), it's fine. Prolly better to use assets you made or that are free though

Depends on the studio size of course, but usually an enviro artist is expected to model assets as well. So you do need to know how to model properly in most cases.
