How do I find a somewhat decent 3D artist to create a mascot for me? I have the money but finding one is tedious. I’ve reached out to a dozen or so and have received 0 replies. Anyone here have any advice?

try fiverr and look for people with good reviews. keep in mind what you see on their page is their absolute best work and the quality will be similar to that. also don't expect pixar disney quality if your budget is 50 bux

Get a 2d character artist to actually DESIGN a character before going to a 3d artist to make a model of it.
There's a whole design process that you're missing, and getting a 3d artist to do the whole thing is just a bad idea. Especially if they're a generalist.
You've been thinking of things the wrong way
Get a 2d artist who knows what they're doing and works with characters to design and draw the character, and then get any schmuck who knows his way around 3d software to model it. You'll have your pick of talented 2d artists who have the skill to design characters, and your pick of Indians to model it for $5.
