What's a tool/engine I can quickly grasp to create short meme animations? Like 15-30 seconds videos to add something to audio blobs, just for fun?

The first video at least showed something that I think can also be done in krita (which is a free tool). I guess it's not as advanced though since the other videos talk about a 3d camera
