Idk if this is true, but I'm starting to feel like it is. That would be the only way to explain how I see some people getting jobs at Guerilla, Ubisoft etc. Their artwork is nothing special, but somehow they still get to work in big blockbusters.

I think there's some really solid talent in terms of the art team themselves at 343 (you can just buy good artists these days that's not a problem) the issue was mismanagement, tech debt and direction.

Because almost all detail is subconscious, nobody pores over details but they add up to an effect when viewed as a whole.
Nobody can tell you off the top of their head what pins roadhog has on him either. But all those things add up to a visual impression.
Where they fucked up is that it's extremely subtle all over the gun so you can't even see any of it unless the gun is nearly perpindicular to the sun lol.

yes, let's ignore physics, map size, AI and high enemy count just because you didn't like the graphics style.
I don't want to make a /v/ debate here but this is Halo 3 all again; When Killzone 2 was announced most of the people thought that Halo was shit because the graphics in KZ2 were better. Years later Halo games still have better dynamic and more interesting gameplay and Guerrilla is focused in doing boring Ubisoft-tier open worls like Horizon.
If you like the best graphics go to see a CG movie, this is a videogame and videogames engines need to be balanced all the time.

1. the senior artist or the art director
2.everyone else makes the grass and stuff like that, juniors don't really make anything substantial
