Not saying you need a $100k stage like pic related, but I guess you want at least some quality out of your captures.
Kinda hard to do it on your own.
You also have to dull yourself down a lot, either with powders or tons of concealer.

My idea is to buy a mini dolly like pic related and put a stand on it, then have it circle me and take a video that i can use for photogrammetry. I'm not sure if this can generate results that are usable in any way though.
The stand and dolly might be too wobbly. My room might be too small to have enough distance between me and the camera. Also ideally you wouldn't take images from just one hight. And also I don't have a good camera.

Why make the camera do the spinning?
Just stand on a dolly and spin. That way the lighting is consistent the entire time and you don't have to do some retarded setup trying to get the camera to go in a perfect circle.

What photogrammetry software would you use for this? I don't think meshroom works well for an object on a turntable.
I also think lighting becomes more of a problem if you turn an object, especially if you don't have perfectly even lighting. Shadows for example will be moving from frame to frame and confuse the software.

I think that could work, you would have to use a two string system to stabilize the phone, and make the ceiling fan go super slowly for stability, but theoretically you would have a smooth small constant force on the camera.

Nice detective work. It was actually set to about 1.3 meters, because I was testing if I can scan my head while sitting on a chair. It actually turned out quite good.

The attached image shows my first try of a full body scan. It's close enough that I think I can achieve good enough results with a bit of optimization.
The first thing will to try to optimize the lighting. This time I only used the natural light from the windows in front of me, which is why my back turned out worse.
The other thing I could try to do is empty out the room completely so I can move the camera further away. This time I had to use a wide angle mode to get my whole body into frame. Even then my arms were out of frame half of the time.
Still happy to get any suggestions on what I could improve.

just did some research, and it seems like the dji tello drone is the best for something like this. small enough to fly indoors and has a usable UDP remote control API, along with python libraries and stuff to get the image out. The camera is only 5MP and you probably can't control exposure, but hopefully it'll be good enough.

just ordered one, will report back with results.
