How the fuck do people come up with stories for their animations? Most I can think of are some premises but I don't know to develop them into fully fledged ideas and complex characters

Don't try to force it.
If you can't come up with anything, immerse yourself into something else that you like.
Then start paying close attention to stories and characters you like. Instead of watching a movie for fun, watch a movie paying close attention to things like characters or the plot and write down what works and what doesn't.
Stories don't need to be complex to be interesting, a simple concept can be just as good or better than a complex one.

immerse yourself in the brain storm process- Stretch the process out over the course of weeks or months. It helps if you think of it as an obsession, and become a bit crazy for the task. as you build your models, sets, characters; you should be putting your thoughts to the test on paper first, If you find a string of ideas you like. Attempt to flesh it out to yourself in a logical way- If it doesn't work, don't be afraid to throw it all away- If something does seem to work on paper, iterate on the idea and add to it as you go. I find sketching situations and characters, in a mindless way, can help solidify some ground work. As you do this "work" , but step away from it inside your head , the empty space left in your head from the boredom, the mundanity , often fills in gaps you didn't know were there. Taking walks with good music and no mission usually spurs my favorite ideas. If you carry a backpack with a notebook too you can activate the mobile workstation wear the backpack backwards and pull out your notebook to draw the camera shot real fast (so you dont forget the real sick idea)

The skill of commercial writing is not just having neat concepts your head but being able to churn and produce heaps of passable written content regularly. If you're not game for that level of writing, consider animations and projects that play better into your strengths. I suggest looking at paintings from the 20th c. that simplify reality and express ideas/emotions without doing character work.
