Poly model and subdvision to go that smooth look. Combine it with curves to take care of protruding strands to give the illusion of depth.

How tough it's gonna be depends on the shaders being used, how accurately you want represent it.

Just use clumping in your grooming software. Because the software you're using has a clumping function, right?
