Indie gamedev's making PS2 era graphics style revival when?

instead and do pretty much whatever you please artistically instead of restricting yourself to the confines of a compromised artform.
Anyone capable of making ps2 era graphics can make something way better more easily by baking normalmaps and using pixelshaders.

In most ways, it's easier.
You won't be wasting time trying to imitate vertex snapping, gouraud shading, dithering, etc.
You won't be wondering whether to use vertex colors or textures, you won't be wondering whether to use a weight painted mesh or not.
You won't be spending hours trying to get something to look decent in a tiny triangle count and a texture resoltion so low that it's virtually (if not literally) pixel art.
The reason you don't see it often is

ps1 is an artistic style that's largely at its best when not doing photo realism
the moment you go to ps2, you have 0 reason to not just go modern, if not fully modern, then not giving a damn about the poly count or texture resolution.
