What technologies and programs were used to make it and the little cubes?
I consider it an excellent look.
How could it be replicated? Do you have any tips on what programs to use?
I read that the PS2 ROM's size is 4 MB.

Pretty sure it's just textures just like the letters. Doesn't seem that complicated. The cubes are simple 3d models.
