I'd call it 'stylized realism'. It stretches all the way from ~Saints Row to Metal Gear Solid, Resident Evil series, you create characters with fully anatomic realistic features but give them intentional cartoonish features. Once you start going into Grand Theft Auto V styling you enter more into pure realism where the goal is to depict peoples features as they actually exist in reality.

Same way you do regular AAA characters. Retopo your sclupt geometry into a clean UV-mapped lowpoly geometry, bake normals and AO and create your textures.
