I made one last sunday. Left my nd filter at home, so even if this was the original hdr file it couldn't be used as an hdri because the sun is clipping...

Its not just about relections - they have to represent the lighting conditions as well.
You cant use it for lighting if the primiary light source (the sun) is missing.
Take a look at pic related - the objects lack the sharp shadows the terrain around them shows - and the objects themselves are too dark, as the strength of the low-range-hdri is equal to them being in the shadow.

Yes you can. Those look like overcast weather HDRIs. Either just increase the strength of the HDR file

Take your photos at sunset/sunrise/overcast days/cool interiors..

of course they can be used, but so can a .jpg version. The mismatch between the light interactions that can be seen in the hdri and the ones created by it should be minimal, otherwise its a bad hdri.
I'm limited to 3 ([-2,0,+2] ) brackets, which is enough to capture highlights and shadows.
For the sun i make a manual 13 step exposure backet using a filter. Works great if i dont forget it

most of the work to create good seams is done during the shooting
