I'm a 2D artist and I just want to build 3D landscapes and scenes in 3D so that I can experiment with the blocking, composition, and lighting for the purpose of rendering a single still for photobashing and painting over in Photoshop or Corel Painter.
Can any of you offer any advice, tutorials, or software for the easiest way to do this for someone who is artistically inclined but fairly new to 3D?

for highest quality my best guess would be to pirate 3ds max, the plugin Itoo Forest Pack and 3d mesh packages for the types of plants that you'll need (maxtree etc).
terrain itself (if you need large mountain ranges) you can generate with programs like worldmachine or quadspinner gaea.

get yourself an invite to cgpeers (15-50$) so you can download all of these. just for composing that might be overkill though, both in terms of the quality you're getting and the amount of time invested to learn the programs.
a free and probably quicker alternative (no switching between software) would be to use unreal engine 4 (or soon 5) and free asset packs. if you just want to manually compose a shot quickly that might even be the best option. you'll still need the assets (landscape textures, rocks, trees, grass) though.
there is lots of free photoscanned stuff on the UE4 marketplace.

Yeah, I would recommend this. OP probably wouldn't want to start modelling all the shit by himself - learning all that takes a while (months/years).
Also you forgot the Megascans library which is completely free for UE and pretty huge. Another advantage is realtime. Rendering stuff with a raytracer takes a while vs just throwing it in the engine and have it there in realtime. Especially when he wants to photobash/paint over anyway.

Thanks for the great responses. The Unreal Engine 4 idea is a good suggestion for my purposes.

Get Speedtree from CGP, there is version for game engines that works great with UE and then you probably need a landscape generator if you want to create custom landscape...I personally use Houdini, but that is overkill for you so maybe check out World Creator (haven't used it, but it looks easy and competent enough).

not OP, but another 2d artist. the thought of using unreal engine never occurred to me. Is it possible to do ID passes in UE4 or UE5? for use with clipping masks in photoshop
