I’m very inspired by whatever process this artist is using to achieve their look. I’m new to blender and wondering how you guys suppose this person is creating these? And what should I learn to create a similar effect? I love the shading/layering/coloring.

What's given here is already enough information to be honest.
Grease pencil, probably converting to a mesh and sculpting it, then using vertex painting.
