Is better to make a low poly basemesh to sculpt or sculpt directly?

No. Neither is better.

Both. If I'm making something specific I already know how it's gonna be shaped I prefer the precise
nature of modelling to capture the main curvature of the thing I'm setting out to create.
If I'm less sure of the final shape I just dynamesh from the onset and experiment til I find the form I'm after.

however you feel comfortable starting your sculpts, you can always use zwrap to give them unified topology later.
I do very stylised work with lots of creatures and toony stuff so I basically never get to use a basemesh or wrap existing topo (I do of course use zremesher along the way for cleaner sculpting) but if you're just doing regular people or animals you have no reason to redo it every time.
