Anime models haven't used 2D textured planes for a decade. They use holes and have "floating" irises. OP's model has a normal round eye, more similar to Pixar's cartoonish style as opposed to "anime". You can tell the eye is round from certain angles.

I used to severely disagree with this, but anime is generally too homogenous and sterile. There's very little artistic distinction and virtually no aesthetic ingenuity/advancement since the mid-90's.
In animaition, generally, if you want something substantial, interesting, and complex - you go to the west. If you want something accessible, efficient, and marketable - go to Japan.
Interestingly, it's the opposite for illustration. Western comics are fucking terrible, universally.

If by western you mean American, than I would agree since its mostly capeshit and/or aimed solely at kids, but European comics where great in the past (idk about recent stuff).
As a matter of fact European comics (mainly the French) where so ahead of the game, they inspired not only American comics but also a shitton of stuff that made Hollywood and Asian Cinema and anime great. Everybody was leeching off of it for decades.
