Pretty sure that's the joke. That is like a throwback 80's cyberpunk prop made of some nonsense real world parts scavenged from what was laying about the shop. Only it is a concept art and could've been made to look like any custom hardware you wanted.

Are you unable to reproduce something you see or adapt from it?
What is the problem? Are you unable to see, unable to comprehend, or unable to (re)produce?
Also you need to know art fundamentals - without them you are not really an artist - you are just dabbling with "art".
