bone based facerigs have to deal with the cheeks and lips by emulating the connective tissue.
I do it by having orientation constraints that blends some helper bones between the orientation of jaw and the head and parent the cheek and lip bones to those as needed.

Position constraints can also be used to emulate the tendons and muscles of the face, but that tend to add a lot of clutter and complexity to a rig.
In the past I've solved it that way but I find the former solution much cleaner.
