You can break this down into the lines and groups of interaction. The groups being things like the obviously main character grabbing the woman's hand, the two men behind them pushing the cart, then keep fleshing out till the whole scene is populated. These groups then move along these lines, those smaller in group interactions interrupted by the greater flow.
