I work for a company that specializes in creating digi-doubles for film and tv. Both 3d scanning and built from 2d footage. If it wasn't for the nature of the work I would've referred you to them. Not sure if I'd be able to get the time to do a side project like this especially if it's multiple full body sculpts. This time of year is pretty busy for VFX studios.

If you really aren't joking about your budget you can contact Infinite-Realities. They mainly do 3d scanning but expect most of your budget to go for this.

That is if you want professional level work. You can always look for starving artists on Artstation.
