Pay for what, the digital sculpt/3D printer files, the renders of them, the printed physical figures? The answer is yes to all three. Not "furry porn" or "3D porn animations with vidya waifus" lot of people, but there's definitely a relatively small but dedicated customer base to be milked.

3D printed garage kits are still a small niche compared to normal garage kits but it's a hobby that's growing fast, at least in Japan. Seems like here in the West there's more money to be made by making warhammer knockoffs.
Also the Chinese will immediately resell your stuff but at a much lower price.
And good luck selling copyrighted characters.

sometimes shipping takes more time than printing
3d printers are getting cheaper, it would have been nicer if we could just buy the file and print it ourselves.
I know some people do this on Patreon but they don't make waifus.
