How long do I have to learn 3D until I can get like $1k-$1.5 freelancing?

First of all, not in my country. Second, I thought about 3D modeling because the work itself might give you enjoyment plus you actually create something that you can look at later.

How much time do you want to put in? How much time have you put in so far?

Level design is also a bit less tedious than 3D modelling itself in my opinion, coming from somebody who does both. I got offered 250$ to make a mid sized swamp map in unreal engine for some indie guy.

Where do you even find such offerings? Do you just place existing objects and make a playable map for some guy?

Personally I just browse the official unreal engine discord and sometimes look through the INAT discord and it's reddit board. They have various job listing channels where people post, recruting for any kind of work, ranging from hobbyists up to large studios.
>do you place objects
Yes, you are given all the assets needed to create a certain scenery. Example: Make a forest level.
You will be given an amount of various tree assets, grass types, bushes, rocks, particle effects etc. and you just paint the foliage all over the map and place the static meshes around (rocks, etc.). Then you set up the atmosphere by adjusting lighting, setting up fog, skylight and that though it's tremendously easy.
Indoor level design is a bit different on the approach. You work with a grid system where you place together blocks of pieces of a room, like floor, border, wall, ceiling and that. After blocking out the room, you add the decoration to it. Then you adjust the atmosphere, and it's finished.
