From my understanding the original GTA games were made on Renderware but the software itself is no longer active. So my question is did they have to redo every single model again and why is it so comically awful?

They had to rewrite all the code for UE4 I assume, but they worked on the original models.

Everything is so inconsistent, I have no idea how they managed to make so many mistakes in every department. They didn’t even properly spell some signs, it’s almost like someone had to do that task so quickly they accidentally misread some of the blurry original ones in the process, which ended up ruining the hidden jokes within the signs.

Maybe something drastically changed at some point in the production and they had a tiny amount of time left, so they panically had to finish everything else somehow. Go check out all the memes on Twitter, it’s unbelievable what they did. Just how.

The models are tweaked a bit. 5 digit hands etc. The animations are recycled but dont play well with the new models so way too much compression when joints move.

I'm saying the quality is so shit that it wouldn't be out of the question that T2 in all their cheapness would just outsource the development just to make a quick buck for their wrinkly shareholders.

If they made it themselves, then I'll agree with you, their "inclusivity" with all manner of the mentally ill has crippled their ability at development.
In either case, the quality is fucking horrible and there's no excuse for it. Though it's pretty damning that people paid actual money in the west somehow shit out a product even worse than a horde of underpaid Indians.

There's no way a tiny ass company like Grove Street Games did all the work for 3 entire fucking GTA games themselves in what was clearly such a short timespan.

And if you look in the credits and even the code comments because the game is such a mess, wow!

Grove Street Games is a fucking mobile phone game developer that bit off more than they can chew so they outsourced heavily and made it worse. You can literally find comments in the code that say "This doesn't work the way they wrote it, so we did X".

No English speaking company would have made mistakes like all the misspellings seen on store fronts.
