Hi! I'm trying to learn Blender and my first I chose my first project to be to recreate this animation (not the text). Problem is, I have no idea how to do it. I'm basicaly looking for some guidance in terms of how I should go about recreating this. Thanks!

The material they used i'm guessing it's a metallic with a hdri slapped onto it. What i'm really is curious about is how they made the animation!

Don't feel bad anon. Stuff like this is really just a case of knowing the interface and the names of some modifiers and shader nodes.

Once you know that, you're just plugging in numbers until it looks nice.

Ive dabbled with the noise features but im not sure what to do next. I think this looks cool its not really the wanted effect. Should i use some other texture nodes aswell? If so, what would you suggest?

You won't learn then.
The whole point is you trying to recreate easy things so you can learn, right?
Following a step by step tutorial won't make that happen.
Figure it the fuck out. It's piss easy to do.

Looping it, not so much, but here's a hint.
Use 2 instances of whatever you're using for displacement (either textures, displace modifier, etc).
Animate the first one going up from a value
and the second one going from below and going up to the value of the first. Then somewhere in between (or over the course of the whole thing), blend between the two.
So as an example,
You animate the first going from 100 to 150
and the second going from 50 to 100. Then you fade between the two somewhere in between. Since the start of the first and end of the second are the same, it'll loop. Just remember to chop off the last frame of your animation.

No idea about blender or unreal, but two ripple noises in world space, temporally and spatially looped via fractal domain cache. Color ramps moving on Y in world space while being distorted in 3D space by perlin noise.
2D glare texture applied based on RGB values + specular values(if getting near 95% value).
