It's not hard to do this sort of rig, though after a point you'll be better off setting up morph targets to create some of the stuff they're doing. The biggest thing to note is that the specific painted style they're doing hides some of the usual blemishes you get with this sort of stylized morphing, like any sort of potential clipping or jagged morphs are gonna be far less noticeable.

Seems like basic bone rigs and corrective blend shapes. Nothing fancy.

Rigs are pretty standard nowadays, where you can drive/program parameters based on bone positions such as deformations, shading. So tell me anon what's a complex rig?
This one below was done in blender, and I was blown away that a freeware already can do standard stuff such as the industry standard.
