If you are a professional you can easily get in, it's mostly just kids applying for it right now. The hats don't even have mesh deformation, they are just static meshes that are attached to their little lego avatar's heads. Literally takes no effort to make them.

I've already applied for the current wave. There is a ton of favoritism going on, u gotta do a lot of networking with furry pedo mods to get on their good side and let u upload this shit. But once it's done, ur rich.

The 3D artists are mostly americans and europeans, few latinos too. The shitters you're talking about are the mappers/modders/csgo skin makers. Most of them are smelly russians who can barely speak english, who just throw their low effort garbage on the workshop constantly.
