I found this nice low-poly basemesh, but Iโm getting hard filtered by the process of making lips and hair.

But there are PS2-era games with modeled mouths. Look at MGS2, KH1-2, and SMT Nocturne.

And that's why you're getting filtered.
You haven't learned the basics (at least, I assume you haven't, if you're unable to make a body yourself) and you're trying to to do something as complicated a mouth.
You're trying to run before you've learned to walk.
