DavidPro's models are mostly just painted textures with no light influence, so you could do them easily. Most of the effects in that OP are just post-processing rendering effects or composited over.

If you know how to draw you can do fake 2D anime. If you don't, you can't. The mistake revolves around the issue of 3D artists thinking that drawing is about recreating a shape when in fact drawing is about suggesting a shape. An illustrator adds elements in a panel not because they would naturally show up were it filmed with an actual camera, but because they want to stimulate/suggest the viewer with more character.

Case and point. From an realistic perspective the left hand would not show up in the shot because it would be behind the torso due to the movement performed. A 2D artist is however forced to add the left arm in the shot because the viewer will notice it missing immediately because the frame lingers more than in a 3D animation.

1: Shadeless (as in shadows, you can use shaders)

3: Solidify with inverted normals to make the lines(don't forget Back-face culling)

You either paint the texture by hand which is simpler than lighting technique
