best option for high quality results is to make a proper simulation using FFDs or some clever volume preserving cloth model which should be more accessible on most 3d softwares.
Of course, if you want a simpler faster result you could indeed just go with jiggle bones.
The way I do it is to have a row of bones down the upper leg which get rotational jiggle around the axis aiming down the leg. In addition to that, also some slight positional jiggle to make things more "loose". Make sure to smoothly paint weights with soft transition areas between the jiggle bones.
