Is retopoflow the best retopo solution or is there anything much better?
Quadremesher is too unreliable for professional character low poly remesh.

Just do it yourself? It's a pain in the ass, but it's worth the effort to do it by hand. I'm going to assume you're using Blender, hence retopoflow, and say that the tools there are pretty okay in the base program. Flipped Normals has a few videos describing how to do it using base Blender without any extra plugins and that's basically what I do. There really isn't a way to do retopo fast. It's just practice.
