even i have to admit 3.0 is a great upgrade from what they did with 2.8
of course there is more bloat, like an option to choose some tool at random
but everything else is better

The faster cycles in the viewport is insane. With an RTX card and the Optix denoiser, it's basically realtime rendering without needing to resort to Evee.

Is there any kind of modifier or addon where I can select a base mesh (i.e. average body type) and a target mesh (i.e. fat/fit/skinny body type) and apply the relative deformation between the two to a third mesh (i.e. clothing)?

may not be suitable for your specific case.
to add shapekeys retroactively (or in the case of different topology) you could apply shrinkwrap as a shapekey. that's your "relative deformation", there are other ways but this one's the most straightforward.
