It's been a good bit since I've given it a look, but why couldn't you? There's nothing stopping you from getting 80-90% of the way there with it, and then making it more custom in Blender. If your main weakness is making human stuff, you shouldn't have any problem tweaking it to suit your needs.
There's plenty of games on Steam that I've seen use it, probably thousands of VRChat avatars, and all sorts of other places. It definitely works well enough for them.
Obviously there's the stigma of using something everyone else is using, but if you export it and customize it to where it works for your game and looks original, who gives a shit?

Like I said, it's been a long ass time since I've checked it out, probably when it was back in alpha (you couldn't even export models easily). No doubt it's made leaps and bounds since then, and probably has a proper exporter now. Plus it had a really nice hair-tool even when I gave it a look.
It really can be that simple. Give it a try, and if it doesn't work, who cares, it's free. All you wasted was some time.

basic bitch anime character.
the base character should take about a month

the outfits are dependant on how complicated they are.
A very unique (diffrent from all other 14) outfit a week
A very similar (to one already made) outfit a day
my rough guess it would take a decently quick guy 2 months

get a guy for your project.

Having the same guy for the whole project will mean no confusion and readjusting the pipeline for different person.

Honestly unless you are experienced in game production it is best to not worry about the look of a game rather than more apparent things like gameplay, game feel, etc.
If you have very little budget (and time) try making 2d games in GDevelop. Once you can make a steady workflow with creating games then I'd suggest going 3d. By that point you'll know what's needed and necessary because 3d games have razor thin margins between good and trash.
