I have been trying to do something simliar but i didn't get good result yet but here some points you may have missed
-they use vertex colors for most of the shading
-they probably use old software to render it
-check out the phong/bling phong shader
Because they're probably using it or a modfied version of it.

Looks like vertex colours with very minimal texture work.
Could also be a gradient texture, and they're dragging the UV's all over it.

Haven't heard of the artist before but looking through their work, I'd say they're likely 3D models models edited post-render in something like Photoshop or ClipStudio. It's more obvious in other pictures.
This sort of thing would be pretty easy to achieve in any modern 3D software, you'd just need to keep it low-poly with phong shading as >>872841 mentioned. Though I don't think you'd need exclusively old software to render it, just look at a load of 90s Japanese 3D renders and pick apart what gives them that look.

Looks like a style you could replicate in 3D though. The style is reminiscent of N64 games with largely untextured gouraud shaded polygons.
