Adobe substance is best for artists with less technical knowledge you will need this. Stay away from sampler, start with painter and eventually learn how to use nodes in designer.

Zbrush is needed if you want to make any high poly or highly sculpts. Blender can get you abstract or shitty stylized sculpts for the most part but you will need a zbrush subscription if you plan on doing anything serious

Marmoset toolbag is all you need for rendering

Hopefully you already have and know how to use photoshop, you can lean on that if you don't know fancy rendering techniques

Then learn Blender and Substance Start by making stylized hard surface objects, sculpt organic shapes and characters. Learn the workflow of exporting to blender and working in substance to texture it. Render in blender for now.

Depends on your intelligence, creativity and hand-eye coordination - like all artistic endeavors. Its hard to tell, but since this is ugly, random, "abstract" shit you'll probably get there in a fairly short amount of time. Getting a hang of the programs is probably the biggest hurdle.
But let me tell you this, as an traditional educated artist - this is basic entry level stuff, if you want to do stuff like this for fun, then go for it, it may give you some pleasure doing it, but as with all art - it REALLY gets fun and exciting if you know what you are doing. So my suggestion would be, rather than go in blindly trying to archive something without a plan and knowledge, take some time and actually learn some art fundamentals.
Just type "art fundamentals" into youtube and educate yourself. Just go with what vaguely interest you, watch some tutorials as entertainment for a while instead of consuming movies/series.
Pick up some color theory and color psychology, take a look at composition/framing/proportions, educate yourself on contrast/values/balance.
Being creative means fishing in an chaotic ocean for ideas and transform the chaos into a system of order - you'll need to have an understanding of order, or you'll never be able to pull the right ideas out.

I'll be honest with you, the fact that you like this "art" tells me that you have a shit taste, but that is fine for now. If you take art and yourself serious, you'll grow out of it, but only if you keep on educating yourself.
Play around for fun, but if you have played for a while, get fucking serious. You (and everybody else) can do it, as long as you put in effort and develop some passion.

That's cool, I too love weird shit, but like I said don't attempt to fly blind - use your head not just your feelings to navigate this space.
By learning the language of art, you also learn about yourself as well as about the world.
The weird thing about taste is that most people know what they like, but not why they like it. Only when becoming good with expressing yourself artistically do people truly learn the how and then the why. The communication of art goes both ways.
Don't feel attacked when I claim your taste is bad, rather understand it the way I intended it: if you truly want to, you can become a much better artist than this...
Surround yourself with the art you want to make, you'll become what you consume - so start collecting stuff, HD space is cheap, there is no reason to not have a collection of thousands of interesting pieces of art on your computer.

No. Substance = Surface. The do have a brand-new modelling program, but I think its for VR and its not even released, just an early alpha version.
You probably don't need the other 3 Substance tools anytime soon, Painter should be enough to start.
For modelling/sculpting you need a proper 3D program and/or a sculpting program.

Both are complex and it'll take a while to get a foot in the door, but ZBrush, while being very complex probably is more fun to start with.
Many people actually start with Zbrush, so you'll be in good company.
