not that impossible to do.

Model a low poly mesh using a sprite as reference, then create pixel art textures.
Render as 32x32 or 64x64.
Then downscale to 50% create aditional antialising detail. (this is optional)
Then add the outlines using pixelover.
Then set the colors to an indexed premade color pallethe from aseprite.
Then polish the end result by hand.

Not a revolutionary method.
