Level design seems so backwards today. It's like you're given this empty plane and you are told to fill it with shit, how much shit? Literally who knows? Back in the day they used to carve the negative space, and make small yet detailed corridors that fooled you into thinking there was a bigger world and it worked. Now people wonder why this open world shit always turns out so soulless.

They have concept art for that reason, usually you make a basic environmental concept, then level blackout and finally final concept art you want to match.
If you working from head i always start with big shape blackout and then try to detail everything at once building around hero assets or some center of interest, there are plenty of videos on youtube, even tutorials on rules of level design.

Obviously depends on asset. around 250-1000$ per asset i would say, pretty cheap since they are simple and reuse textures and material sets.
