What do you plan to do with the material? You'll have to setup displacement properly in another software again anyway, just export the displacement map.

Also, you should enable parallax in the "materials" submenu (bottom left, in 3d view window). But it seems it is working as I see the faces are moving on that 3d cube. Maybe the displacement / height map is completely black so all the vertices are moving in the same direction. Either you messed something up in the material or they did. Just find a proper displacement map and connect it to height output node.

Your nodes don't look right, follow a recent video tutorial so you can see what you're missing.
If you are still stuck it might be worth hiring a tutor or enrolling in an online course (the are free ones)
