What’s the rule for what objects should have cel-shading in a game? Just character models and equipped items, or all interactables?

Everything to keep the style consistent. I guess with the exception of the cel-shading causing artifacting in certain situations (although I feel like that's fixed more through the fixing geo)

hard surface looks better without cel shading. they already have sharp edges so it works stylistically. foliage can go either way.

That's pretty rare and it's something that even 2D animation often doesn't do unless the background is going to be animated.
