What constitute good concept art ranges from artist to artist and project to project.
You can hand a A-tier artist a napkin sketch of something and they can get the core idea o refine it into something perfect.
But on a big studio where you need to put something into a production pipeline that include trained monkeys they may
need concept art that is extremely representative of the final look of the thing that's about to made.

Any artist worth their salt can do their own concept art, but if you aspire to be a 'concept artist' where conceptualizing things others have to make
is all that you do you need to be someone that work very fast and produce very mindblowing and accurate images of impeccable quality.
unless that is you you're just not gonna be hired as an outsider.

The spot of the concept artist is usually filled in by someone that isn't that good of an artist but is tight with whoever runs the production.
If the concept looks like a deviant art cartoon and the finished asset looks filmgrade you know nepotism/friends of the producer/director where appointed the job.
