Pretty easy, these are all mostly primitive shapes put together. Just search for some intro blender tutorials, possibly architectural. It'll probably take more time to just get used to the software itself, than to actually learn how to model these.

Look up "buildings from images" video tutorials. You can make convincing buildings with some cubes and rectangles, a few images and a basic shader thrown on top.
Shouldn't take you more than a week to learn how to do it yourself.

Yes, this, just gather enough references of similar things you want to build and work with that. Take interesting parts and incorporate them into your model.

just keep at it my man, you've gotten this far and you've proven you understand the very basic fundamentals on how to build something out in blender - you will not see immediate glorious end results right away. Like everything else in art, you have to work towards it.

Work towards getting a little bit better every day and more familiar with the tools available to make what you want become a reality.

alternatively, just to get started - you can apply different color materials to specific models or faces and use very basic materials, like making the walls red, the floor blue, the ceiling brown (google is your friend!)

Yeah the monogatari stuff is going to have to wait, I have the sketch of this bakground and I think it looks fine, but even translating this brutalist (which should be somewhat easy) room has given me issue
