How the hell do I come up with ideas for a short movie?

People always say that they have so many ideas but no means to achieve it, but I DO have the means because I work with 3D but I have no ideas, none at all, just barebone concepts like "a man is tortured by his sins as he searches for forgiveness" which is just a blatant rip of silent hill

The process of creation is learning what you do not want to make

From their you will know what you want to make.

Its a process of elimination, watch other movies, look at other art etc.

Don't think i want x story say i want X moment, i want X emotion, i want X action

You take all those ideas and see what would work together and throw out what you don't think would work.

Any idea even no matter how childish or stupid it is could work under the context of other supporting ideas.

You already have a good idea of what you want to make you just cannot assign value to those ideas.

I am sure you know the basics of animation so treat the process as such. The key pose process is just basic story telling on a very minor scale, think about the key poses(moments) you want in your story and make the in between moments match those moments.

You can do it just like that but adding some novell spin to it til you find a concept that speaks to you.
Most good new ideas are just repackaged or combined old ideas.

"a man is tortured by his sins, as he searches for forgiveness he discovers his neighbor is a furry serial killer"
"a man tortured by a furry serial killer discovers the power of forgiveness"
"a man comfortable in his sins who laughs out load at all the things he did set out to seek remorse"

Come up with basics, start small with an idea and build the foundation around it. Don't think of it like having to have this amazing thing done, start on small things and work your way up. I love writing loglines personally, but that's me.

The goal is to innovate on your ideas. You have a base.

The problem really comes from how you interpret that base. Most consoomers want something intresting and unique, there are three ways I go about it.
1.An obscure fact or detail no one remembers and mix it in.
2.Combine two already used concepts and breed something new out of it.
3.Pull insperation from your own life.

1."Dr. Sergei Brukhonenko, a pioneer in his own right. Creates the “autojektor”, a machine which can revive organisms. Little does he know that in death, his own invention will keep him alive. In a state between life and death. He must find forgiveness from those he hurt to finally pass into death."

2.(lets pull a little from SH, and a little from Inseption) "The town of McCallie is rural to say the least. Hidden deep within the vast deserts of New Mexico it's far from any bustling towns. There's been a problem as of late, people who go to McCallie dont exactly report back, its a small town, people go missing all the time right?. Our protag gets dragged into this as his son decides to find out whats going on. We find out that the town is actually a liminal space crafted by each residents mind, with their darkest fears and memories amplified in this vast ocean of thought. Our protag has to reach his son's mental scape while surviving his own inner demons litterally, reaching out for forgiveness in order to escape."

3."Karl's a bit of a dick, he never actually makes connections with anyone. One night he decides to make a faustian bargan. His soul for some decent friends, however Karl (being as dickish as he is) decides to trick the lord of darkness himself into. This does not go over well and the Devil steals his sight. In order to get his sight back, he must get back together with the person he hates the most."

People often give credit to "inspiration" but waiting for it to hit you takes a long time and it might never come.
It's better to force yourself to make something, even if you end up hating whatever you made, that way you can polish that project further because you get more ideas the more you work on it
