noob here.

can anyone help me understand the difference between a Renderer, and a Render engine?

or point me anywhere I can read up on the technology behind rendering 3DCG from scratch (not as in how to make pretty pictures or which one is the best, but all about the tech-y stuffs behind rendering)?

They're all render engines, "renderer" is just a simplified noun to mean the same thing. The biggest difference is between Offline Renderers (Arnold, Redshift, Vray, etc) and Real Time Renderers (Unreal, Unity, Marmoset, etc).

These all cover the same things slightly differently, but you get the idea of what they're for and how they work on a surface level. Arnold documentation site has more details about how things work on the back end but you'll have to find that yourself, it's been a while since I looked through it. There's information on how to create your own parameters, shaders, etc. Beyond that you'll have to go down the rabbit hole yourself.

A render engine is a piece of software that renders images for you. A renderer is someone/something that renders.
A human can sit down infront of a piece of paper and render an image and thus becoming a renderer.

When texts on computer graphics references a 'renderer' it's talking about your 'render engine'.
Much the same way how when someone say 'open your program' while you sit infront of your desk they prob mean mean your 'computer program'
and not like your gym routine, your space exploration endeavor or your current attempt to stop drinking too much etc.
