Does anyone know where to download for free models made from 3d scans?
Especially looking from stuff like the models from 3dscanstore for human based models, but a resource for inanimate objects like TVs, consoles, chairs, etc would be appreciated too.
Also, sculpting from scratch or learning from examples, which one is the more productive way to learn?

I got them for free from some site.
Get other random junk from sketchfab
Still, you cant really use them for much, unless you want to study them.

Practice with references is alwasy best way to do it, this goes for 2d, 3d or clay sculpting.

Check out megascans for environments. It's free if you use the assets in unreal engine. Also there's polyhaven. And sketchfab has a lot of free stuff.
