Do video game devs make the entire model of the character's body, then delete the erogenous zones after putting the clothes on? Because if so, that's kind of hot but also dissapointing

They leave all of the erogenous zones on, and develop and test the game with their characters running around naked. They even add sex simulations and jiggle physics so they can watch their characters' breasts, asses, penises, and pussies jiggle bounce around. This is a common development strategy for most games since it improves the abilities of the developer and results in a superior product. Even games like Minecraft were developed with advanced jiggle physics for their time, but these had to be removed like most most games in order to make it friendlier for younger audiences, and to insure that people are still Christians after playing the game.

I usually just model them to give the clothing artist something to work on, but nullo since actually modelling the genitals = extra work. The director usually just tells us to delete the faces that aren't seen anyway.

that doesnt work in modern games because you want to sell massive amounts of DLC costumes

when you work on the anatomy of a more realistic character you need to build the crotch and butt area as it's a important connecting interface
that leads to other areas that will be visible in your game. Therefore you need to build it correctly for the adjacent areas that might be visible to look correct.
Most artists will not build any detailed genitalia and such but you give it enough detail that the crotch isn't distracting in an artistic sense by looking unfinished.
This means your unreleased model typically have full butt-cheeks and a smooth surface/bulge over the genital area as if your character was wearing tight-fitting underwear.
Female models will be modeled to have full breast with nipples etc since it's landmarks you need to make the area look right.
Often times the artist will go in and smooth over those areas and paint them out in the texture file for the shipped version as to comply
with age-rating boards or whatever the fuck 'hot coffee' entities there are in this world that cares about nude pixels in a texture file.

In games you have multiple variants of your naked character that only have the parts visible with the outfit in them.
If your character's wearing a T-shirt you save a version of your 'nude skin' that only has the head neck and arms.
Your character's wearing shorts - one mesh with just legs and lower thighs.
pants and no foot wear - one version of feet cut at the ankles, etc.
Having a full naked body underneath your outfits causes many issues with interpenetrating geometry, z-fighting and wasteful drawcalls.
