flatten face a bunch
expand eyes
elongate the shins
squeeze the torso
Then finally use sculpt mode's grab tool (or proportional edit idgaf) to make it even more stylized. Good luck with UVs.
Oh and use curves for the hair.

It depents for what use. Sculpting without any concern of poly count and topology is easier than a model for, like vrchat and vTuber use.

Watch a bunch of YT speed modelling videos to assimilate desirable body proportions. I suck horribly at it, but the improvement has been staggering since I started watching other people's processes. Things like using a 3d oval to establish the approximate shoulder-to-waist section, then duplicating that and flipping it upside down to use as the waist-to-hips section, helped a lot. When you build a mesh by frequently using parts that are sized by comparing them to an existing part of the mesh, i.e. the upper arm is 'x' percent as long as the torso, the lower arm is 'x' percent of the upper arm. Just get the sizes right before smooth and subdivs and tweaking and polishing. Get your proportions right before worrying how sexy your waifu looks at the start.
Also look up basic rigging and weight painting, so you can pose her how you want, but you can build the mesh using a T-pose and mirror mod.
