Almost too easy to make 1980s stuff. Any app will do. Cinema 4D, 3DS Max, Maya. All of these apps have ancient renders that were made in the late 1980s-early 1990s.
If you're really serious about this. You might want to check out vintagecg on youtube.

Oh, and I should tell you.
That the old Maya renderer is called "Software renderer".
The old 3DS Max Rendered is called "scanline renderer"
and the Cinema 4D old renderer is just called "standard renderer"
Also, be sure to NOT use gamma correction/ "linear workflow". You can disable this in Cinema 4D and 3DS Max. I think maya has this disabled by default. But gamma correction was used very rarely in the 1980s and that's part of the "look". A very important part of this.

Blender also had what was colloquially known as "Internal Render" but they got rid of it from 2.8 onwards. You literally cannot make those 90's style renders on Blender anymore.

Get a copy of Blender with the old Blender Renderer. I think maybe 2.7 or so. They phased it out for cycles so you'll have to look but the old blender render had this aesthetic

I think Maya would be the best choice. Donkey Kong Country was made using Alias, and for all intents and purposes the Maya renderer IS the Alias renderer.
It even has the same exact procedural textures.

Blender is actually older (1994) than 3DS Max (1996) (if you don't count the DOS predecessor.) LOL. Also MAX has always been a commercial product while Blender gained commercial support only recently. I always tried Blender on and off but I just can't get used to its paradigm. Max interface always made so much more sense to me.
