The rig is 10%. Technical rigging isn't so complex if you have a understanding of the core concepts, and can break things down in your planning. 90% of the ability lies in the animation

Not him, but a good rig only affects animation efficiency, which usually does translate to better quality animation, due to project time constraints, but this is only in the hands of a good animator. No matter how good of a rig you make, an average animator will still only produce average animations, unless they have a very capable lead animator hand holding them all the time. So you need good riggers and good animators to be able to get good results. But if I had to choose between a good rigger and a good animator, I'd choose the animator, since a good animator will produce good results, even with some basic auto rig, that any monkey can generate after a couple hours of fiddling. Deforms might be less than optimal, but that's much less of a problem, compared to having shitty acting and timing, floaty weightless poses and movement, and so on.
