how are the textures made for straps like these?
are they each baked of the original model
or are the derived from a texture atlas?

No, certainly not. MGS4 came out in 2008, first release of Substance Painter was in 2014.

look at the sheet, all the straps on it are unique. they probably did reduce the content like for each mag pouch or different straps that use the same source, like the two around his thigh. keeping it on the same sheet they minimize draw calls
