How would I make the details on this table seen on the edge and the top of the legs? Is this something you sculpt or hardsurface model?
Also is it possible to texture it in substance in that style, maybe adding art to it aswell such as flowers?

The legs, definitely sculpt
And yeah substance would be excellent for adding the art details, though much of it would have to be hand painted, so you better have a tablet
Honestly I'd go the lazy route of just getting vectors that fit really well and project paint that shit on it, then maybe fill it with color
